Charles was born in October 1895 in Chorley, Lancashire.  Charles' father was John Joseph whelan and his mother was Elizabeth Moran.  His paternal grandparents are james whelan and julia bryan; his maternal grandfather was Thomas Moran and his maternal grandmother is Not Filled. He had four brothers and three sisters, named John, Thomas Patrick, Patrick, Vincent, Julia Mary, Cecilia and Kathleen.  He is the third youngest of the eight children.
